City Proposes Changes to Allow Breweries More Special Events
Vista Business Park Specific Plan Amendment Proposed
After discussions with breweries located in the business park, staff is proposing a change that will allow breweries to host as many as twelve events per year. The current regulations limit special events to four per year. The change only applies to breweries located in the business park.
The proposal to amend the Vista Business Park Specific Plan (VBPSP) will discussed during the Planning Commission's meeting on 12/6/2022. The item will then go to City Council on 1/10/2023. The proposal would allow for tasting rooms within Area “B” of the VBPSP to expand their ability to hold outdoor special events under the administrative Temporary Use Permit (TUP) process.
The proposal is as follows:

Approved tasting rooms would be permitted to hold up to twelve (12) outdoor special events per year.

The special events would be permitted through the administrative TUP process under Vista Development Code Section 18.76.020, requiring an approved administrative permit for each event. Permit applications would be required to be submitted for approval no later than two weeks prior to the event.

Each event would require prior approval for outdoor liquor sales from the California Department of Alcoholic Beverage Control.

Tasting rooms holding such outdoor special events would be required to be at least 1,000 feet from existing residential uses, as measured from door to door. For reference, all of the existing approved tasting rooms within the VBPSP are located at least 1,000 feet from residential units.

Amplified music can be permitted under this process.

Any existing tasting rooms located on property shared with other tenants would be required to provide written notification of the planned special event to all existing tenants on the property prior to the event.
